- Be a citizen of Türkiye
- Be a university or higher-school student
- Be in financial need
- Not receive any other foundation/association/institution scholarship or loan, other than KYK student loans
- Not be in continuous paid employment
- Meet minimum academic criteria (for continuing students: 2.50/4.00 or 70/100)
- Have no criminal record
- Students of foundation and private universities cannot apply

- Petition / cover letter
- Criminal record certificate
- Residence certificate
Note: Applications with the documents above must be submitted between 1 and 15 September. Each application is evaluated by BEDVAK; additional verification may be carried out where needed.
